The Global Skills Strategy (GSS) is a program implemented by the Canadian federal government with the objective of aiding eligible businesses in Canada to recruit skilled workers from a range of countries.
The Ontario Immigrant Nominee Program (OINP) is a recognized partner of the GSS and can provide guidance and support to businesses seeking to utilize the program to fulfill their foreign talent requirements.
Global Skills Strategy Canada is designed to encourage low-income students, students with disabilities and Indigenous students to participate in study and work abroad programming.
What is the Requirement under Global Talent Stream Canada?
The Global Talent Stream is a program under Canada’s Temporary Foreign Worker Program that aims to expedite the hiring of highly skilled foreign workers for specific occupations.
The requirements for the Global Talent Stream are as follows:
- Employer Eligibility
The employer must be either a Canadian business or a foreign business operating in Canada that has a genuine need to hire foreign workers for highly skilled positions.
- Job Offer
The employer must provide a job offer to a foreign worker in one of two categories: Category A (High-Demand Occupations) or Category B (Unique and Specialized Talent). The job offer must be for a position that meets the skill level requirement and salary threshold for the specific occupation.
- Labour Market Benefit Plan
The employer must develop and implement a Labour Market Benefit Plan (LMBP) that outlines their commitment to activities that will have a positive impact on the Canadian labor market. The plan must demonstrate the employer’s efforts to create jobs for Canadians, transfer knowledge and skills to Canadian workers, and/or invest in training and development initiatives.
- Referral and Compliance
The employer must be referred by one of the program’s designated partners, such as the Ontario Immigrant Nominee Program (OINP) or the Atlantic Immigration Pilot Program (AIPP). Additionally, the employer must comply with all program requirements and obligations, including providing accurate and up-to-date information, retaining documentation, and cooperating with program reviews and inspections.
